 n\n\n	Even though Taiwan has established a universal medical care system t
 hrough National Health Insurance (NHI) to facilitate equal protection over
  individuals’ right to health\, the right to health is often lost in a s
 ea of other considerations when it comes to healthcare priority-setting po
 licy. For example\, one important aspect of the right to health is the pop
 ulation’s participation in all health-related decision-making at the com
 munity and national levels. However\, the Taiwanese government has failed 
 to establish a substantive deliberative participation process for NHI cove
 rage decisions. Decisions about which drugs and treatments should be made 
 available to NHI are poorly informed by ethical and social values and seld
 om incorporate community views. Since the contextual exercise of informed 
 choice and democratic deliberation is of particular importance in the heal
 thcare decision-making process\, this talk sets out to evaluate the impact
 s of NHI on the right to health from a deliberative participation perspect
 ive.
