SUMMARY:The Thai Military’s Civil Affairs Projects: From Counter-Insurgen
 cy to Counter-Democracy
DESCRIPTION:\n	Puangthong Pawakapan (Associate Professor\, Faculty of Polit
ical Science\, Chulalongkorn University\; HYI Visiting Scholar 2018-19)\n
Chair/discussant: Michael Herzfeld (Ernest E. Monrad Professor of the Soci
 al Sciences\, Department of Anthropology\, Harvard University)\n\n	Co-spon
sored with the Thai Studies Program\, Harvard University Asia Center \n\
n\n	Despite numerous successful coups d’etat\, the Thai military’s ext
ensive involvement in various civilian affairs projects has attracted litt
le attention from scholars. Within Thailand’s armed forces\, the Interna
l Security Operations Command (ISOC) was the main agency charged with carr
ying out a wide range of civilian affairs projects during the counter-insu
rgency period. Its activities included rural development\, creating mass o
rganizations and mobilization campaigns\, and psychological operations. Ho
wever\, the demise of communism did not see the winding down of ISOC or th
e end of its activities. Indeed\, after the coups in 2006 and 2014 that to
ppled the elected governments\, ISOC became more active and powerful in su
pporting the military governments and entrenching its control over elector
al politics. It has become a state within a state.
